I haven't been reading your comments, so I don't know what the consensus is, but I think writing the book is a great idea. You're obviously wicked passionate about this subject (practicing the local lingo), and your writing skills will make the book interesting not only to people who care about water, politics, or the environment, but also to general nonfiction readers. It will be a great project for you and you will change the world (or at least the way some people think about it). Good luck!
okay, just a small (and finicky) point: 'the good design' post was what I was talking about when i said 'technical' stuff Bob.
On a lighter note, a friend just came back from Italy and overheard someone in a que outside the leaning tower of Pisa say:
"Is that a chuch, 'cos if that's another god-damned chuch I aints gonna go...hell no, not even if sweet Mary mother of Jesus comes down herself I tell ya, i ain't gonna go."
I kid thee not.
